DISTINGUISHING FEATURES OF THE CLASS

The work involves responsibility for the overall coordination and supervision of the residential maintenance work in a public housing Asset Management Project (AMP). Residential maintenance work includes electrical, plumbing, carpentry, appliance, floor and tile repairs in occupied and vacant apartment units and custodial cleaning. It does not include boiler heating and distribution systems, ventilation systems, electrical power distribution systems from the pole to the breaker boxes, or water and sewer systems from the street to the building. Work is performed in a manner that meets both the apartment leasing priorities established by the AMP Housing Property Manager as well as HUDís quality standards for providing public housing that is decent, safe, sanitary and in good repair. An employee in this class is under the general supervision of a Housing Property Manager who allows wide leeway for carrying out planning work. An employee in this class exercises direct supervision over skilled and semi-skilled maintenance and custodial personnel. Certain assignments made to employees in this class will require reasonable access to transportation to meet field work requirements made in the ordinary course of business in a timely and efficient manner. TYPICAL WORK ACTIVITIES

Coordinates, plans and directs the day-to-day implementation of a work identification/work order system by prioritizing and assigning the work, reviewing employee records of completed work, calculating the cost of the work, and performing follow-up accountability and quality control field inspections of completed work.
Identifies the work needed by performing daily, weekly and monthly work identification surveys and inspections. This will identify work required for HUDís Real Estate Assessment Centerís (REAC) Public Housing Assessment System (PHAS) inspection protocols and assess all interior space and exterior building facades and structures.
Supervises the building maintenance, building repair, and custodial cleaning work of a small crew as required to keep a public housing asset management project clean, in good appearance and in good repair; determines if cost of work is chargeable to tenant for occupied units.
Receives and prioritizes work orders from the AMP Clerk and the maintenance department Motor Equipment Dispatcher.
Provides on-the-job training and technical assistance to the maintenance staff.
Recommends appointments, terminations, promotions of subordinate personnel and carries out performance appraisal and training for subordinate employees.
Maintains inventory control of all AMP maintenance supplies and materials; recommends supply and equipment needs to Housing Property Manager; orders materials, supplies and tools; receives incoming stock; maintains stock levels in AMP stockroom.
Maintains preventive maintenance schedule for all of the AMPís vehicles and small engine equipment.
Prepares monthly activity and status reports; makes daily verbal reports to the Housing Property Manager concerning the status of work in progress, work completed and work about to be undertaken.
Controls and maintains the key security and control system, handheld radio system and handheld computer system for the AMP.
Responds to after hours service requests from AMP tenants, including coordination of emergency response to sewer back-ups and floods.

Thorough knowledge of the maintenance and operation procedures essential to maintaining the appearance and condition of public housing buildings and apartments.
Thorough knowledge of the methods and practices of planning, scheduling and assigning maintenance and repair activities.
Thorough knowledge of the principles and practices of building maintenance and repair and building trades.
Good knowledge of the principles and practices of supervision.
Ability to plan, assign and evaluate maintenance work.
Ability to communicate both orally and in writing.
Ability to supervise subordinate personnel.

MINIMUM QUALIFICATIONS

Promotion:
Two (2) years of permanent non-competitive class status in the title of Housing Maintenance Crew Leader.

Open Competitive:
Seven (7) years of work experience, or its part-time equivalent, in building maintenance and repair, three (3) years of which must have been in a supervisory capacity.
