DISTINGUISHING FEATURES OF THE CLASS
The work involves responsibility for directing, overseeing and supervising all urban forestry activities for the City of Syracuse. An employee in this class develops, implements and administers the forestry tree and shrub nurseries. Work includes responsibility for enforcing ordinances and regulations governing the planting, maintenance, protection and removal of trees and shrubs on all city streets, parks and other city owned property. Supervision is exercised over a number of laborer and technical personnel assigned to the tree removal program, tree trimming and tree planting programs. Supervision is received from the Commissioner of Public Works or his/her representative. Does related work as required.

TYPICAL WORK ACTIVITIES
Plans, develops, implements and oversees tree and shrub maintenance programs, including the determination of needs and established priorities.
Plans, develops, implements and oversees tree and shrub replacement programs, including the assessment of needs and selection of trees and shrubs for replacement.
Assesses and develops programs for specialized tree maintenance.
Assesses and selects locations for tree and shrub siting.
Determines if trees or shrubs on City owned property are hazardous and removes dead or hazardous ones.
Establishes, maintains and oversees tree and shrub nurseries.
Oversees contracted forestry operations, including on-site inspection and supervision of work.
Reviews requests to plant, spray, fertilize, prune, remove, replace or otherwise disturb trees and shrubs located on city owned property.
Reviews requests from private citizens for planting of new trees and approves or denies approval based on the merits of the request.
Serves as an advisor and assists in the development of arbor-cultural and horticultural practices and issues.
Directs, supervises and trains staff engaged in forestry activities.
Prepares a variety of narrative and statistical reports.
Assists in the preparation of annual department budget relating to the forestry operations.

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS
Thorough knowledge of current principles, practices and techniques of urban forestry.
Good knowledge of current practices and techniques of arboricultural science.
Ability to enforce ordinances and regulation pertaining to the urban forestry program.
Ability to work effectively with a diverse local community, with community groups and local residents.
Ability to train and supervise both labor class and technical employees.
Ability to communicate effectively both orally and in writing.
Physical condition commensurate with the demands of the position.

MINIMUM QUALIFICATIONS:
OPEN COMPETITIVE:
(A) Graduation from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees with a baccalaureate degree in forestry, horticulture, arboricultural science or a related field, and one (1) year of professional level work experience, or its part time equivalent, in forestry or arboricultural work; or,

(B) Graduation from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees with an associates degree in horticulture, arboricultural science or a related filed, and three (3) years of professional level work experience or its part time equivalent, in forestry, or arboricultural work; or,

(C) Five (5) years of professional level work experience, or its part time equivalent, in forestry or arboricultural work; or
professional work in the care and propagation of trees and shrubs; or,

(D). An equivalent combination of training and experience as defined by the limits of (A), (B) and (C) above.
