DISTINGUISHING FEATURES OF THE CLASS

The work involves the investigation of citizen complaints of police misconduct filled with or received by the Citizens Review Board. The Special Investigator is under the supervision of the Board Administrator of the Citizens Review Board. The incumbent functions as the investigative arm of the Board and must be able to conduct complete investigation of complaints filed and received. An employee in this class works independently and work is subject to review by the Board Administrator and/or Board to determine the completeness of the investigation and disposition of the complaint. Latitude is given for the exercise of initiative and judgment. Does related work as required.

TYPICAL WORK ACTIVITIES

Investigates complaints received by Citizens Review Board through field inspections, interviews, observations, and other gathering techniques.
Prepares complete and comprehensive field investigations and follow-up reports.
Prepares and maintains accurate and up-to-date files both hard and computer on all complaints received, action taken by department, and Boardís final disposition.
Refers all investigative material uncovered to Board Administrator and/or Board for evaluation.

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITES AND PERSONAL CHARACTERISTICS

Good knowledge of law enforcement and function of police departments and other law enforcement offices.
Good knowledge of principles, practices and methods employed in investigation.
Working knowledge of personal computer capabilities and operations.
Ability to deal with the public effectively.
Ability to deal firmly, but with courtesy and tact, with all city departments and other agencies.
Ability to obtain information through interviews, observation, and report analysis.
Ability to interpret and apply laws, codes, and regulations of department or agency under investigation.
Ability to prepare clear and concise reports.
Ability to safekeep and handle confidential material in a responsible manner.
Physical condition commensurate with the demands of the position.

MINIMUM QUALIFICATIONS

A) Graduation from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees with a Bachelorís degree in Police Science, Criminal Justice, Public Relations, Pre-Law or a closely related field, or;
B) Four (4) years of investigatory work experience, or its part time equivalent, in areas ancillary to law enforcement or criminal investigations. Examples of relevant experience are investigations in the areas of child protective services, insurance fraud, or as a private investigator, or;
C) An equivalent combination of education and experience as defined by the limits of A) and B).
