        2                   THE CHAIRMAN:  Good evening, again.

        3               We now will call to order a public

        4               hearing to determine terms and

        5               conditions of employment for members of

        6               bargaining unit Civil Service Employees

        7               Association, CSEA, Local 1000, AFSCME,

        8               AFL-CIO, for the Calendar Year of 2015.

        9                   The interested parties shall be

       10               required to explain their position with

       11               respect to a fact finding report and

       12               recommendations issued by the New York

       13               State Public Employment Relations Board.

       14                   Was the notice provided to the CSEA

       15               and the office of the County Executive?

       16                   THE CLERK:  It was.

       17                   THE CHAIRMAN:  Was notice provided

       18               to the media?

       19                   THE CLERK:  It was.

       20                   THE CHAIRMAN:  Thank you.  Is there

       21               a representative from the CSEA wishing

       22               to speak?  Is there a representative

       23               wishing to speak on behalf of the County

       24               Executive's position?  Peter.

       25                   MR. PETER TROIANO:  Good evening

        2               again, Mr. Chairman, members of the

        3               Legislature.  I'm here to present on the

        4               recommendations of the County Executive,

        5               with respect to the terms and conditions

        6               of the employment for the bargaining

        7               unit represented by the Civil Service

        8               Employees Association, CSEA Local 1000,

        9               AFSCME, AFL-CIO, for the Calendar Year

       10               2015.

       11                   The County repeats and reaffirms all

       12               the points made during the 2014 hearing.

       13               For 2015, the County Executive

       14               recommends that the legislature resolve

       15               to provide the CSEA members to be

       16               effective with the first full pay period

       17               after January 1st, 2015, a 2.25 percent

       18               wage increase, with retroactive payment

       19               of base wages from the beginning of the

       20               first full pay period of 2015, with the

       21               remaining pay periods of 2015, and

       22               includes the pay periods of 2016 through

       23               the implementation of the wage increase,

       24               and no other changes.

       25                   In addition to the retroactive

        2               payments, members so affected will have

        3               -- will receive credit for the wage

        4               increases in terms of pension

        5               calculations and other things related to

        6               salaries.

        7                   These recommended wages are the same

        8               wages that were recommended by the State

        9               appointed fact finder and the Union

       10               Negotiating Committee had agreed to in

       11               November of 2015.  These wages are fair

       12               to employees, because they provided an

       13               adjustment to wages that is both

       14               reasonable and equitable.  Thank you.

       15                   THE CHAIRMAN:  Thank you.  Is there

       16               anyone from CSEA wishing to speak?  Is

       17               there anyone else wishing to speak?

       18               Thank you for participation in the

       19               debate.  The public hearing on terms and

       20               conditions for the 2015 CSEA contract is

       21               to be closed.

       22                   At this point, having heard from the

       23               parties of the three public hearings, I

       24               move that this body be adjourned.

       25                   Please note a special session

        2               scheduled for tomorrow, February 11th,

        3               at 1:00 p.m. here in the Legislative

        4               Chambers.  Among the other things is

        5               that the County Legislature is making

        6               clear our actions on the terms and

        7               conditions of employment with the CSEA

        8               for the years 2013, 2014 and 2015.

        9                   Meeting of the Ways and Means

       10               Committee is scheduled to be held.
