| Does Onondaga County accept electronic Tier II reports? |
Yes, we will accept an electronic submission through E-Plan (https://erplan.net/eplan/onlinefiling/filingLogin.htm). Using this form of submission, you will also fulfill your requirements for your local fire department and the New York State Emergency Response Commission (SERC). |

| Is there a cost associated with using E-Plan? |
E-Plan is provided free of cost to states, localities and reporting facilities. This site is maintained by the University of Texas and Dallas and is funded by both the Department of Homeland Security and the Environmental Protection Agency. |

| I am having trouble with report submission? |
Yes, if you are a trying to submit a report you must click one of the links directly above the login boxes (Either the red or blue line). The login on the home screen is only for those individuals who are authorized to retrieve reports (local fire departments, county agencies and SERC). |
