WEP Plumbing Control
 
Plumber Licensing & Registration
 
Plumbers working in Onondaga County must be licensed and registered with WEP's Plumbing Control Division. Registered plumbers of all experience levels must have their registration card on them as a means of identification for Plumbing Inspectors, property owners, and others while on the work site.

*Late fees will apply to anyone registering after the deadline stated above. Lapse in registration for more than one year can result in multiple fees.

Apprentice Plumbers

Gaining on-the-job experience working under the guidance of more experienced tradesmen, apprentices are taking the first steps in the plumbing trade. To become an apprentice, you must be at least 18 years old, have a willingness to learn, and be motivated to succeed.

 

Apprentices must be employed by licensed Master Plumbers and register annually with WEP's Plumbing Control Division.

 
Journeyman Plumbers

Journeymen are skilled experts in the plumbing trade. To become a Journeyman you need:

  • At least 5 years' experience in the plumbing trade (educational experience may be submitted to satisfy up to one year of experience)
  • Pass the Journeyman Plumber exam

The Journeyman exam is given twice a year in the Spring and Fall, typically April and October. The Onondaga County Examining Board for Plumbers reviews applications and test scores. Qualifying applicants are issued a Certificate of Competency and can register and apply for a Journeyman Plumber License with WEP's Plumbing Control Division.
 
Master Plumbers
A Master Plumber is someone who has earned the highest professional level of plumbing through experience. You must possess a current Master Plumber license to own a plumbing business within Onondaga County, except the City of Syracuse.

Requirements:

  • At least 10 years' experience as a Journeyman or 5 years as a Journeyman and 5 years as an apprentice (educational experience may be submitted to satisfy up to one year of experience)
  • Pass the Master Plumber exam

The Master Plumber exam is given twice a year in the Spring and Fall, typically April and October. Exams include a written section and a practical application section, beginning Fall 2023 this exam is an open book test.

The Onondaga County Examining Board for Plumbers reviews applications and test scores. Qualifying applicants are issued a Certificate of Competency and can register and apply for a Master Plumber license with WEP's Plumbing Control Division. In order to maintain a Master Plumber license, a plumber must renew their license and registration annually with WEP's Plumbing Control Division and comply with insurance requirements set by the Onondaga County Examining Board for Plumbers (Article 3, Section 3.2 of the Requirements for Implementation of the NYS Fire Preventions and Building Code).
 
To be eligible for a Journeyman or Master license and registration in Onondaga County, plumbers must pass an exam and receive a Certificate of Competency from the Onondaga County Examining Board for Plumbers.
