Plumbing Permits and Plan Reviews

Plumbing permits are required for all construction (new construction and remodels, both commercial and residential) to verify that plumbing installations conform to local laws and public health standards. Even projects that are seemingly small need to be permitted. Plumbing codes are in place for safety and shouldn't be ignored.

 

The only instance where a permit is not required is if a fixture (faucet, shower head, etc.) is being replaced with one that has the same flow rating as the original. Additions, replacements, and relocations of plumbing pipes, even something as common as water heater installations, require a plumbing permit because they could pose a risk to human health if not installed properly.

 

Owner-occupants of single-family homes who wish to do permitted work themselves must submit a completed permit application, a Homeowner Plumbing Permit Request Statement to Plumbing Control in-person, comply with the "Homeowner Conditions", outlined in the Plumbing Permit Application for Homeowners.

Plan Reviews
All applications for commercial buildings and multi-family dwellings require a plan review before a plumbing permit is issued.

Required documents for a plan review include:

  • A completed Plumbing Permit application
  • A completed Plan Review form
  • Architectural floor plan drawings with all new plumbing fixtures highlighted
  • Code Summary that includes occupancy classification and occupant load
  • Plumbing design drawings exhibiting all new waste and vent piping, Hot Cold, and HW Circ piping
  • Notes of general scope of work to be performed by plumber
  • Civil/site drawing that shows plumbing utilities to structure, if applicable
  • Capacity Assurance Approval letter issued by WEP, if public sewer access is applicable
  • Approval from Onondaga County Health Department, if private sewage disposal system is applicable
  • Backflow protection plan, application, and approval for domestic water supply as well as secondary requirements (RPZ or DCV)
  • Completed Grease Calculator for food service, if applicable

 

Plan reviews can be scheduled by calling the Plumbing Control office during business hours or by using the form below. Plan reviews must be scheduled at least 24 hours in advance.
