Plumbing permits are required for all construction (new construction and remodels, both commercial and residential) to verify that plumbing installations conform to local laws and public health standards. Even projects that are seemingly small need to be permitted. Plumbing codes are in place for safety and shouldn't be ignored.
The only instance where a permit is not required is if a fixture (faucet, shower head, etc.) is being replaced with one that has the same flow rating as the original. Additions, replacements, and relocations of plumbing pipes, even something as common as water heater installations, require a plumbing permit because they could pose a risk to human health if not installed properly.
Owner-occupancts of single-family homes who wish to do permitted work themselves must submit a completed permit application and a Homeowner Plumbing Permit Request Statement to Plumbing Control in-person, and must comply with the "Homeowner Conditions", outlined in the Plumbing Permit Application for Homeowners.
